Subhas Chandra Bose,
To the Heads of State, Command, and Revolutionary Authority,The war in Europe has ended without resolution. Its conclusion has not produced order, only acceleration.
Territories have shifted faster than institutions can adapt. Alliances fracture even as new fronts ignite. Old empires fight one another in lands they no longer understand, while new powers emerge without agreed rules to bind them. Across continents, parallel wars now unfold without a unifying framework capable of containing their consequences. In recognition of this collapse in coordination, and of the growing risk that isolated conflicts may fuse into a single systemic catastrophe, an emergency convocation is hereby called. You are formally invited to attend a closed, high-level conference to be convened in New Delhi, under conditions of strict diplomatic security and neutrality. This meeting is not convened to declare victory, assign blame, or impose settlement. It exists for a narrower and more urgent purpose:
to determine whether a framework for coexistence remains possible before momentum replaces intention. The host authority asserts no mandate beyond facilitation. No chair will preside. No agenda will be imposed in advance. Each delegation will speak only for itself, and each will be heard.
Attendance does not imply consent.
Absence, however, will be interpreted accordingly.Details regarding secure transit, delegation size, and procedural guarantees will be communicated through established channels.History has already begun to move without coordination. This gathering represents one of the final opportunities to reintroduce deliberation before structure gives way entirely to force. You are expected.Issued under seal,
New Delhi
